Dr. Leiner Vargas Alfaro
Senior Economic Advisor
Dr. Vargas earned a PhD in Economics with specialisation in the fields of Economics of Technological and Institutional Change, Aalborg University, Denmark, 2004. He has a Master’s in Economics with emphasis in Finance and International Trade, from ITAM at Mexico, 1993, as well as a Bachelor’s in Economics at Universidad Nacional de Costa Rica UNA, Costa Rica, 1989. He has been a research professor of the International Centre for Economic Policy CINPE-UNA in the areas of regulation of markets and public policy since 1995.
Dr. Vargas has many scientific publications and contributions as a teacher and researcher to universities in Europe and Latin America. He teaches courses on economic regulation, economics of innovation and valuation of economic policy. Dr. Vargas has extensive knowledge of the institutions and regulations associated with the issue of climate change, negotiation processes and certification of carbon credits and innovation processes in the areas of climate change with emphasis on clean transportation.
He has worked as a consultant for Costa Rican Refinery (RECOPE), the Energy Sector Directorate, the Development Banking System, the Comptroller General of the Republic, Regulatory Agency of Public Services (ARESEP) and the Ministry of Science and Technology (MICIT). Dr. Vargas has been an international consultant for Central American Public Policy Institute (ICAP), the Economic Commission for Latina America and The Caribbean (ECLAC), the InterAmerican Development Bank (IDB), the World Bank (WB), the United Nations Development Program (UNDP), the European Economic Community (EEC) and The Organisation for Economic Co-operation and Development (OECD), among other regional organisations and institutions.
Dr. Vargas has accompanied governments in Central America in processes of strategic planning, management by results and performance indicators. He was Vice Chancellor of Development at UNA, which means that he has 4 years of experience in senior management of public university activities. For the past 6 years he has focused on the transformations of the digital world, the regulation and business associated with the crypto-economy and the new businesses in the encrypted digital world caused by the revolution of BIG DATA and BLOCKCHAIN technological innovations. He is CEO and founding partner of the CRIPTO-CR company 2021, founder of the MESOCOIN crypto-currency 2021 and organizer of the First MESOAMERICAN Conference on Crypto-economy and digital business, July 2022. He is the producer of the Crypto-economy and digital business Radio program on CRC89.1 Radio and is the Founder of “Mundiario Costa Rica”, a digital communication company. Dr. Vargas has many publications and books to his credit, the latest of which is titled: The Disruptive Entrepreneurship, where he analyses the changes in the profile of entrepreneurs in the digital world.
Dr. Vargas is an amateur tennis player, very much passionate about reading and writing stories, playing chess, and organic farming. He has 3 children and currently lives with his family in San Joaquín de Flores, Heredia, a small city in the Central Valley of Costa Rica.
